Google has made routing changes that appear to have resolved the issue. We will continue to monitor.
We've identified a Google Singapore issue where all traffic sent to Google across peering or transit paths in Singapore is being carried to the west coast of the US. This is creating additional latency for anycast-based Google services like DNS. We have reached out to Google and are awaiting resolution or additional information.
